Chesterfield County Utilities Department is currently seeking a Principal Utility Inspector to act in a non-supervisory role and be the essential framework as an assistant to the Construction Inspection Supervisor providing field oversight for inspecting the installation and construction of water and wastewater lines and other related utility infrastructure by Senior Utility Inspectors. Provide support to the supervisor in conflict resolutions for all construction projects. Perform administrative duties of the Construction Inspection Supervisor as necessary in their absence, providing guidance and direction to other inspection staff. Inspect the installation and construction of utility lines and facilities, including, but not limited to Capital Improvement Projects, to ensure compliance with the plans, specifications and related bid documents. Coordinate with GIS group for all water and sewer appurtenances using the latest GPS survey equipment. Serve as County project representative, primarily on water and wastewater projects and coordinate between the contractor and engineer for efficient project completion. Review projects under design and comment on the constructability of the project. Participate in pre-construction meetings with contractors, engineers, utility staff, and environmental inspector. Provide general oversight in the monitoring and documentation of all testing for acceptance of all water line pressure test, chlorine residual checks, sewer line air pressure test, sewer manhole vacuum test prior to official recordation of data. Create and revise intersection drawings. Complete "as-built" plans and related information such as road intersection drawings and enter data via the computer. Conduct final inspection of as-built information for quality assurance. Perform other work as required.

Successful candidate will possess a high school diploma preferably supplemented by college courses in engineering and five years of sub-professional engineering experience in construction of roads and/or utility projects or equivalent combination of training and experience. Considerable knowledge of construction practices pertaining to county, state and federal laws and regulations for utilities including knowledge of methods and materials used in the construction of utility piping systems and infrastructure.
The preferred candidate should be familiar with erosion and sedimentation control procedures as part of the Virginia Erosion Control Handbook; possess working skills in reading and interpreting engineering plans, blueprints and specifications; be able to apply the principles and methods of surveying and have working skills using surveying equipment, including leveling devices; have knowledge of GPS (Global Position System) and fundamental knowledge of soil testing and compaction; have experience in record keeping and management skills for reporting to the Construction Inspector Supervisor and communication skills to clearly report information; be computer literate with capabilities of working in the Windows environment and know or learn quickly ArcGIS software; have the skill for resolving disputable matters with professional opinions and conflict resolutions.
Current valid driver's license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date.
